Who decided to flood black women with government money, grants for businesses and financial aid to “empower” her while simultaneously locking up the men who fathered her children?

Who is behind pushing the narrative of the “strong black woman” while we constantly heard the words in our own communities, “weak a_ n___a” turning our men & women against each other?
